Problems logging onto game

hi, ive recently downloaded the game, ive put the LastCO file into 2 files,1 is a conquer online official game folder and one into its own folder. Both have had the updater in them yet both wont let me log in... is this because my ip is banned? my location is the United Kingdom.

~edit~ i have just realised where 2 go to post this as before there was only 2 topics which was solved questions and i forget the other one.
